Article 1

With reference to Articles 24 and 25 of the Act on Compulsory Schools, No. 91/2008, as amended, the Minister of Education, Science and Culture hereby confirms that the new National Curriculum Guide for Compulsory Schools, which is published as an attachment to this announcement, will enter into force as of 1 August 2011. The National Curriculum Guide will be implemented in schools as of the 2011-2012 school year, as appropriate, and shall be fully implemented no later than three years after its entry into force. Furthermore, the National Curriculum Guide for Compulsory Schools from 20 December 2006 will cease to be valid.

Article 2

The National Curriculum Guide for Compulsory Schools describes common goals and requirements that apply to all students, teachers, school administrators, and other staff. It is also a reference for standardized assessment in compulsory schools, evaluation of schools and school work, a guiding light for those involved in curriculum development and teacher education, the basis for school curriculum development and school self-evaluation, and local government policymaking. The National Curriculum Guide is also information and a reference for parents so that they can monitor the school’s practices, the success of school work, and the welfare and well-being of students. The National Curriculum Guide also provides students with a variety of information about school work.

on the entry into force of the subject areas of the National Curriculum Guide for compulsory schools.

Article 1

With reference to Articles 24 and 25 of the Act on Compulsory Education, No. 91/2008, as amended, the Minister of Education, Science and Culture hereby confirms the subject areas of the National Curriculum Guide for Compulsory Education, which is published on the website of the Ministry of Education, Science and Culture. The National Curriculum Guide for Compulsory Education has been published with advertisement No. 760/2011.

Article 2

The compulsory school subject area is divided into nine chapters. First, there is a special chapter on key competences across all subject areas, and then there are eight chapters on subject areas for study areas and individual subjects in compulsory school, in accordance with the provisions of the Act on Compulsory Schools. Equal emphasis is placed on general key competences and specific competences for the subject or area in question. The chapters discuss educational values ​​and main purposes, competence criteria, teaching methods and assessment. Competence criteria are published at the end of grades 4, 7 and 10, and assessment criteria at the end of grade 10 in most subject areas. On the basis of the competence criteria, teachers and students choose teaching methods, learning materials and assessment methods, and these shall be explained in the school curriculum guide of the school in question. The subject areas have the following names:

  • Introductory chapter
  • Key competence
  • Icelandic
  • Foreign languages
  • Arts and crafts
  • Natural sciences
  • School sports
  • Social Sciences
  • Mathematics
  • Information and technology education

Article 1

With reference to Articles 24 and 25 of the Act on Compulsory Education, No. 91/2008, as amended, the Minister of Education, Science and Culture hereby confirms the following changes to the National Curriculum Guide for Compulsory Education and subject areas with the National Curriculum Guide for Compulsory Education:

  • Chapter 9.4. Criteria for assessment in compulsory school and chapter 9.5. Relationship to proficiency levels in upper secondary school in the National Curriculum Guide for Compulsory Schools, cf. announcement no. 760/2011, are replaced by new chapters with the same title, which are published as an attachment to this announcement.
  • Chapter 18.4. Assessment criteria for key competences at the end of compulsory school in the subject areas of the National Curriculum Guide for Compulsory Schools, cf. announcement no. 364/2013, is replaced by a new chapter with the same title, which is published on the website of the Ministry of Education, Science and Culture.

With reference to Articles 24 and 25 of the Act on Compulsory Education, No. 91/2008, as amended, the Minister of Education, Science and Culture hereby confirms the following amendment to the National Curriculum Guide for Compulsory Education and Subject Areas with the National Curriculum Guide for Compulsory Education:

Chapter 9.10 Graduation from compulsory school before 10 years of compulsory education have been completed in the National Curriculum Guide for Compulsory Schools, cf. advertisement no. 760/2011, is replaced by a new chapter with the same title, which is published as an attachment to this advertisement.

9.10 Graduation from primary school before completing 10 years of compulsory education.

If the results of standardized assessment tests show that a student in grade 9 has demonstrated excellent (A) or good proficiency (B) according to the proficiency requirements for grade 10 and has achieved excellent results in other subjects, parents may request from the primary school principal that their child be graduated from primary school before ten years of compulsory education have been completed.

The principal shall consult with the student’s supervising teacher and the municipality’s specialist services before making a decision in the matter. The principal shall assess when a student has completed compulsory school and shall be responsible for his/her graduation from compulsory school. A student shall complete all compulsory education according to the main curriculum of compulsory school with excellent results before graduating from it, in accordance with the following criteria:

  • The student meets the criteria based on the competence criteria of the National Curriculum Guide with excellent results.
  • The student has received academic and career counseling.
  • The principal considers graduation advisable.
  • The student has the social maturity to cope with the social environment of high school.

Students who have not completed compulsory school may, however, begin their studies in secondary school in parallel in consultation with their parents, the relevant secondary school and the relevant municipality, where it is clear how the studies will be formally assessed. According to the Compulsory School Act, it is expected that further agreements will be made on implementation and arrangements between the relevant compulsory and secondary schools.

If the principal decides to deny parents permission to graduate from primary school before 10 years of compulsory education have been completed, parents can appeal the refusal of primary school to the Ministry of Education, Science and Culture, which will rule on the matter.
